社会保障政策を規定する公正な資源配分ルールの社会的決定の理論分析。社会保障政策としての意義を持つような資源配分ルールを決定する際に重要である、人々にとっての価値ある人生を選択し実現する為の実質的機会集合を表す適切な指標として、アマルティア・センの「潜在能力」概念を採用した。「潜在能力」指標を情報的基礎とする、資源配分ルールの社会選択の手続きを、K.J.アロー流の「憲法」を一般化した「公正配分ルールの社会決定手続き」として新たに定式化する事に成功した。「配分の公平性」に関する従来の研究が、帰結主義的な評価基準にのみ基づいて為されてきているのに対して、この「社会決定手続き」アプローチは配分ルールの手続き的特徴の公正性にも評価基準を設定する理論分析を行う事を可能にする。配分ルールの手続き的公正性に関する評価基準は「社会決定手続き」を通じて決定されるものとし、その社会決定プロセスが民主主義的な意思決定プロセスとしての特徴を有するとき、いかなる条件の下で、個人の自由を保証する手続き的特徴を有する配分ルールであって、社会保障政策としての意義を持つような公平な配分を導けるルールを選択できるかを明らかにした。より具体的には、ジョン・ロールズの有名な「正義の二原理」が民主主義的な社会的意思決定プロセス、すなわち、「公正配分ルールの社会決定手続き」を通じて支持される為の必要十分条件を明らかにする事に成功した。ポイントは、問題の解決の為には、単なる適切なメカニズムの設計に問題を換言できず、個人の自由権と適切な社会保障政策を積極的に支持する個人の存在が不可欠であるという事である。
