今年度は、1.生産管理システムと労働組織に重点を置いた調査、2金融不安の激化以後の各メーカーの競争戦略および各国・地域政府の産業政策の動向の調査、3.研究成果のまとめ、にとりくんだ。生産管理システムと労働組織の変貌を調査するために、製鉄所は当然として、比較対象とするために自動車、パソコン、ゲーム機、腕時計などの加工・組立工場を訪問した。見学とヒアリングの結果については内部資料としてとりまとめた。その結果、製鉄所では大量生産への多品種・小ロット生産の組み込みが行き詰まっていること、生産管理や労働組織レベルでの合理化に限界が来ているとの考えをもつに至った。また、1980年代以降の日本の高炉メーカーにおける経営戦略の変化についても、整理することができた。また、東アジア鉄鋼業の情報収集と分析についても、昨年に引き続いて努力した。この結果、鉄鋼業の世界的な潮流として、電炉メーカーの台頭、民営化と企業のイニシアチブ強化、他の産業よりも遅れていた生産・経営の国際化の進展、があることを確認した。鉄鋼業が従来からもっていた技術・生産システム特性とこれらの新潮流があいまって、過剰生産圧力を強めているとの確信も得た。しかし、刻々と変化する情勢の下では、各国メーカーの戦略や政府の政策について総括するのは時機尚早であると思われた。そこで、研究結果としては、対象を1990年代前半までの日本鉄鋼業に絞った上で、論文「高炉メーカーの生産システムと競争戦略」をとりまとめた。ここでは、石油危機からバブル崩壊に至るまでの、競争環境と競争戦略、生産システムの対応関係を明らかにし、今後の国際競争の中での生産システムのあり方を考える手がかりを得た。情勢の変化をふまえつつ、東アジア鉄鋼業の研究を発展させることが残された課題である。
