项目摘要

本研究の目的は、道路建設・改良を中心に日清・日露戦後期の交通網整備を検討することで、中央・地方財政の役割や交通網整備が各地域の変化、ひいては日本経済の発展に与えた影響を解明することにある。そのため、a国・道府県・郡・市町村間の道路整備費用の負担関係に関する全国統計を分析する、b中央政府の全国的な交通網整備計画と道路の位置付けを考察する、c九州を中心に具体的な地域の事例を取り上げて、道路など交通網整備の課程とその影響を分析する、という具体的な研究目標を有機的に関連させながら実証的に検討することにした。そこで本年度も昨年度に引き続き、aに利用する全国統計、b・cの検討に必要な第一次資料[政治家・中央官庁や福岡・佐賀・宮崎・埼玉・群馬県の県庁文書・県議会史料]を始め、資料調査・収集を行った。そしてa・bの分析により、日清・日露戦後期には鉄道を中心とした長距離輸送網を整備する中で明治前半期よりも道路への国庫支出が減少したが、内務省は鉄道の駅と地域を結ぶ交通手段として道路を重視しており、道路法制定など全国的な道路政策の作成を図っていたこと、しかし実際には道路法が実現しない中で、道路整備費用の負担方法は県ごとに大きな差がありcの分析が重要であることなどが判明した。またcの一環として昨年度までに論文を公刊した福岡県と比較するため、佐賀県・宮崎県の分析を進め佐賀県については成果の一部を発表した。その結果、佐賀県では明治末期まで地域利害の調整が難航したこと、大正初期まで鉄道がなかった宮崎県は、日清戦後期の県債公募や日露戦後期の道路調査会設置を始め県内道路網全体の整備に熱心だったことなどが明らかになった。今後は前後の時期[明治前半期・第一時大戦期〜1920年代]や九州以外の地域との比較も含め資料収集と分析を進めることで、日清・日露戦後期の道路整備の実態と日本経済に与えた影響を解明する。
