業界団体の役割について鉄鋼業、食品産業を対象に事例研究を進めた。鉄鋼業は、通産省所轄であり、かつ戦前の統制会の流れを受け継ぎ、大手高炉5社に代表される寡占化された業界である。一方、食品業界は、農水省と厚生省に所轄が跨り、比較的社歴の浅く小規模かつ様々な事業内容の企業が乱立する業界である。この2業界は、その歴史、構造からも企業間の競争のあり方が大きく異なっており、本研究のテーマに適した業界である。鉄鋼業では、鉄鋼連盟、電炉工業会、鉄鋼労連、通産省、新日本製鐡、新日本製鐡労働組合にヒヤリング調査を行い、食品産業では、日本フードサービス協会、食品産業センター、冷凍食品協会について事例研究を実施している。その結果、下記のような事実が確認された。(1)鉄鋼業は、トップ企業である新日鐡のリーダーとしての存在が、他の産業以上に大きく、業界としての利益を代表しており、鉄鋼に関する各種の業界団体(鉄鋼連盟は、その最上部団体といった性格を持つ)を実質的にリ-ドしている。通産省からの接触も、新日鐡を中心に、高炉5社に対して行われているが、新日鐡のパワーが大きく、業界秩序形成に対して行政指導の役割は小さい。上記のような業界構造の中で、鉄鋼連盟の果たす役割は小さく、各種統計の作成などの域を出ない。また、他の業界団体と比べて、通産省からの天下りも少なく、行政指導の受け皿として鉄鋼連盟が期待されているとはいえない。(2)食品業界の中では、食品産業センター、冷凍食品協会は、農水省の肝煎りで設立され、食品衛生面では厚生省との関係もあるが、実質的に農水省の行政指導の一貫として組み込まれている。(3)日本フードサービス協会は、最近伸びてきている外食産業の業界団体であり、農水省所轄の団体ではあるが、設立の経緯からして官庁の行政指導のための組織ではなく、激しく競争するライバル各社から構成され、新興産業の共通利益として、業界の社会的地位や認知の獲得だけでなく、構成各社のシンクタンク的な役割と営利企業的な役割を果たしている。以上の事例から、業界の競争状態の違いによって、業界団体の役割、組織間調整のあり方が異なっていることが確認でき、本年度は、相当な分析材料が確保できた。
