業界団体の役割について鉄鋼業を対象に事例研究を進めた。鉄鋼連盟、鉄鋼労連、通産省、新日本製鐵、川崎製鉄、三菱商事、金商又一にヒヤリング調査を行い、石油、電子機械などの他の産業との比較しながら、業界団体である鉄鋼連盟を舞台に加盟企業、通産省、労働組合、ユーザー企業との関係が、時代的にどのように変化しているのかを事例研究した。その結果、下記のような事実が確認された。(1)鉄鋼業は、大手高炉5社を中心とする業界構造であり、トップ企業である新日鐵のリーダーとしての存在が、他の産業以上に大きく、業界としての利益を代表しており、鉄鋼に関する各種の業界団体(鉄鋼連盟は、その最上部団体といった性格を持つ)を実質的にリ-ドしている。(2)通産省から接触も、新日鐵を中心に、高炉5社に対して行われているが、新日鐵のパワーが大きく、業界秩序形成に対して行政指導の役割は小さい。(3)上記のような業界構造の中で、鉄鋼連盟の果たす役割は小さく、各種統計の作成などの域を出ない。また、他の業界団体と比べて、通産省からの天下りも少なく、行政指導の受け皿として鉄鋼連盟が期待されているとはいえない。現時点では、他の業界との厳密な比較は困難であるが、業界の競争状態の違いによって、業界団体の役割、組織間調整のあり方が異なっていることが予測される。
