モータリゼーションの進展の結果、観光地への過度の交通集中が、相対的に観光地の魅力を低下させる原因となっている。そこで、観光地の交通計画を観光地の魅力向上方策のひとつの柱として位置づけ、交通をマネジメントしていくことが重要となる.特に歴史的街区を有する観光地では、交通需要マネジメントが注目を浴びている。既往の研究は観光車両による渋滞緩和を完全情報のもとで観光行動にもとづいて試算し評価している。しかし、一般駐車場とP&BR駐車場では入出庫の時間特性が異なっていることから、観光ドライバーは必ずしも完全情報のもとで選択を行っているとは考えられない。そこで,本研究で構築するシミュレーションモデルは、ドライバーの属性を反映した交通行動を組み込んで、P&BR実施時の時々刻々と変化する交通状況をミクロシミュレーションによって表現する点に特色がある。特に本研究では、P&BRの規模や位置の決定に関連が深いP&BR用駐車場選択行動に着目する。まず日本で行われているP&BRの実施事例と社会実験事例を調査し、P&BRの効果と今後の課題を整理する。次に、観光ドライバーがP&BRの駐車場を選択する際の個人属性と、ドライバーの交通特性の関連性について、P&BR駐車場の選択行動を、非集計分析モデルを用いて構築する。そして,オブジェクト指向プログラムによるシミュレーションモデルで、車両1台ごとに車長、右折ギャップ、信号原示の変化、リンクごとに存在する車両の台数などを考慮した動作を記述する。最後に、奈良市街地を対象にP&BRの駐車場料金を変化させた代替案を想定し、シミュレーションモデルを用いて交通状況を再現した.
