参加型および観戦型スポーツの地域における需給構造を分析し、それらの適切な関係化をはかる視点から、観戦型スポーツと参加型スポーツの文化的統合を促進する地域スポーツ振興のあり方を検討するために、平成9年度はプロスポーツの活用方策の実際に関する調査を中心に以下の調査研究を実施した。神奈川県平塚市および埼玉県浦和市を事例研究対象地とし、市および県スポーツ行政担当者、市および県体育協会、市および県サッカー協会、中高運動部指導者組織/PTA組織、地域スポーツ組織・団体(少年団・社会人)、地域住民組織(自治会、婦人会、老人会等)、地域組織(商工会等)、プロサッカー運営企業を対象にヒアリング調査及び関連資料の分析を行った。結果、いずれの地域においても、プロスポーツチームは地域のアイデンティティーとはなりえていないこと、プロスポーツチームによる公益的な事業が少なく地域社会に受け入れられていないこと、サッカー愛好者人口の拡大には寄与しているが他のスポーツ種目への波及効果はなく、従来のスポーツ・システムとの変化はほとんどないことなどが明らかになった。興行的に成功を収めている浦和市よりも、平塚市の方が地域振興に関わる組織が球団活用の施策をより多く提示していた。後者においては、今後、組織間の調整機能を有した組織が活用されることが期待された。
