1 本研究では,東北地方主要都市として12都市を選定した。12都市は,ホテル客室数と宿泊収容人員を指標とする都市階層区分の上位4階層までに区分された。最上位の第1階層には仙台,それに次ぐ第2階層には盛岡,秋田,郡山の3市,第3階層には青森,いわき,山形,八戸の4市,第4階層には福島,会津若松,弘前,酒田の4市がそれぞれ含まれる。2 これら12都市の宿泊機能は,1970年代以降,ホテルの新規立地によって顕著な増加をみた。この増加は,旅館の廃業にともなう宿泊機能の減少を大幅に上回る規模であり,仙台をはじめとする上位階層の都市ほど,客室総数に占めるホテル客室数の割合が高まる。また,ホテルが鉄道駅から都心地域にかけて集中的に分布するのに対して,旅館は都心地域から減少が始まった結果,都心周辺部から周辺市街地に分散的に分布する傾向にある。3 ホテルの増加は,当該都市の拠点性とその変化に関わりがある。広域中心都市である仙台では,1970年代前半に東北地方で最初のホテル増加期を経験した。以降,ホテルの立地にともなう宿泊機能の増加は今日に至るまで継続的である。このことは,盛岡におけるホテル増加期が,東北新幹線の開業に対応する1970年代末から1980年代初頭に限られていることと対照的である。同様に,近年の郡山および八戸におけるホテルの増加は,磐越自動車道全通と東北新幹線の八戸延伸計画など,高速交通網の再編がもたらすインパクトに起因する。すなわち,宿泊機能の量的・質的な変化は,当該都市を結節点とする業務・観光流動に関わる後背地の拡大過程の中で引き起こされ,地域的都市群システムの再編にともなうことが明らかになった。
