本研究は、国民優生法(昭和15年)成立前後から優生保護法(昭和23年)成立前後を主な分析期間として、優生思想・政策と「障害児」教育の関連構造を歴史的・実証的に明らかにすることを目的とするものである。今年度は、まず昨年度に引き続き関係資料の調査・収集作業を行った。昨年度は主として図書資料が中心であったが、今年度はパンフレット・雑誌関係資料を対象とした。特に、戦前から戦後直後における内務行政・厚生行政関係の資料を集中的に調査・収集できたことが大きな成果である。また、昨年度収集した資料およびこれまで個人的に収集してきた資料を類別化し、コンピュータを使用して目録作成・データベース化の作業を行った。総点数は800点以上に及ぶ。この作業を通して関係資料の執筆者・作成者、刊行年月日、内容・論調等を指標にして数量的・時系列的に分析することができるようになったため、資料群の全体的傾向をつかむことが可能となった。その結果、論文執筆に向けての基礎条件を整えることができた。この基礎条件を受けて、現在は「内務時報」「内務厚生時報」等といった収集資料に基づき、戦前から戦後直後における優生政策を「母子保護事業」「健康保険事業」「人口・食糧政策」「体力向上政策」等の内務行政・厚生行政全体の中に位置づける作業を行っている。当時の優生思想・政策と「障害児」教育との関連構造を問うには、同時期の教育思想・政策との関連を見るだけでは不十分であるからである。関係資料の読み込みを深め、成果を論文にまとめる予定である。
