昨年度の英国(主としてThe Wellcome Trust Library for History of MedicineおよびThe Galton Institute)に引き続き、今年度は米国(主としてUniversity of California at Berkeley)において、優生学史関連文献を閲覧、また一部は複写した。今年度の経費のおよそ半分は、この渡航費および図書費・複写費として費やされた。全体として、報告者がこれまでに行なってきた表題の研究を前進させ、さらに今後の展開にとって糧となるべき成果が得られた。研究の性質上、それを論文や書籍のかたちで世に問うには、なお時間が必要であるが、この2年間の作業によって、およそ以下のような認識を確かなものにすることができたと考えている。第一に、英・米・日の各国において、思想としての優生学は、単なる科学者共同体の内部だけの問題ではなく、文学作品・啓蒙書・雑誌・映画等の大衆メディアを通じて、広い範囲で共有された文化史的出来事であったということ。第二に、それと関連して、優生学は、生殖の問題として独立にとらえられるのではなく、むしろ結婚や恋愛や性といったプライベートな事柄の背景としてとりあつかわれることで、人びとの意識に浸透していったのだということ。第三に、以上のような共通性にもかかわらず、歴史的には、優生学的な行政が行なわれた程度や時期は、三国それぞれの状況、また米国では州毎の状況によって、著しく異なっていること。しかしながら第四に、現在の新しい生殖技術の進展により、人間の誕生を優生学化する作用は、国境を越えて共通のものになりつつあること。今後はさらに、以上の仮説を詳細に検討する作業を継続したい。
