项目摘要

本研究は、公共・民間スポーツ施設における高齢者・障害者の受け入れ状況と各施設のバリアフリーの状況を把握し、ハードだけではなくソフトのバリアフリーをも含めたスポーツ施設とその施設を拠点とする共生の社会を実現するための基礎的資料を得ることを目的としている。そのため、本研究では、1.身体障害者スポーツセンター、2.政令指定都市の公共スポーツ施設、3.民間スポーツ施設(民間フィットネスクラブ)の3つのフィールドに関する調査によって構成されている。1.身体障害者スポーツセンター:政令指定都市を中心に、身体障害者スポーツセンター利用者及び利用経験者の公共・民間スポーツ施設に対するニーズ、希望及び期待に関する調査を実施した結果、ニーズはあるが、センターが、現状を明確に把握していないことが明らかになった。しかし、身体障害者スポーセンターを利用しながら民間スポーツ施設を併用しているケース、民間スポーツに移行したケースなどが近年増加傾向にあることが明らかになった。2.公共スポーツ施設:今回は、身体障害者スポーツセンターが在る、政令指定都市と東京の公共スポーツ施設(トレーニング施設を有する)を中心に調査を実施した。ハード面における高齢者・障害者のバリアフリー仕様は年々完備されつつあるが、プログラムなどソフト面においては、まだまだ遅れているのが現状である。3.民間スポーツ施設(民間フィットネスクラブ):高齢者・障害者の利用状況(受け入れ状況)はプールを中心にわずかではあるが増えてきている。バリアフリー仕様(施設・サービス)の状況も少しずつ改善されており、実際にバリアフリーを施したフィットネスクラブが年々増加傾向にあるが、受け入れ側においても、利用者においても試行錯誤で取り組み方を日々改善しつつあるという状況であった。各施設とも、施設間での情報交換・連絡調整を希望しており、今後も継続的的に研究を進め、各施設の現状と抱えている問題点、さらに今後のビジョンと可能性について情報を提供を行い、共生社会実現に役立てていきたい。
