项目摘要

本研究の目的は、公共スポーツ施設の利用者満足に関するモデルを構築し、指定管理者のサービス評価としての利用者満足の指標を開発することである。平成23年度は、研究実施計画に基づいて主に以下の2点を行った。1点目は、指定管理者制度が導入されている公共スポーツ施設において、利用者に対し縦断的調査を行った。具体的な調査方法は、指定管理者が変わる前の2011年3月に、体育館の利用者に対し自記入式による質問紙調査(前半部分のみ回答)を行った。そして、指定管理者が変わって半年後の2011年9月は、3月に回答してもらった利用者に対し、自記入式による質問紙調査(後半部分の回答)を実施した。同じ利用者に対し調査を行うことで、厳密な時系列変化を測定することができることから、上記の調査方法を実施した。指定管理者は、2011年3月までは財団法人グループだったが、2011年4月からは株式会社グループである。指定管理者が変わる前の3月と変わった後の9月でサービスに関する評価を比較した結果、施設の清潔感、情報の新しさ、多様な運動プログラム、スタッフの責任感に関する評価が3月より9月の方が高くなった。そして、体育館全体の満足度については、3月と9月で有意差は確認されなかったことから、満足度に変化はないと捉えることができる。2点目は、研究成果の発表である。海外と国内の学会で研究発表を行った。また、研究論文は、国内の学会誌2誌に掲載され(1編査読有り、1編査読なし)、海外のジャーナルにも1編採択された(査読有り)。

The purpose of this study is to construct a framework for the evaluation of users of public service facilities and to develop indicators for users of public service facilities. In 2003, the following two points were made in the basic plan of research implementation. 1. The designated administrator system shall be used for the investigation of the public information system and the user system. The specific investigation method was carried out in March 2011 before the designated manager was changed, and a self-recorded questionnaire survey (the first half of the answer) was conducted for users of the stadium.
