本研究では、水環境と人間との関わり方の変化とその要因を解明することによって、歴史地理学的手法による環境研究を再構築することを試みた。本年度は、琵琶湖周辺の内水面、特に河川に面した村落に焦点を当て、村落民による多様な利用とその変化の過程・要因について、前年度実施の聞き取り調査に加え、近世期の地方文書や絵図類からの景観分析結果を照合した。滋賀県北部の高時川流域などにおいて、扇状地上の村落、あるいは下流河口域でみられる集落内の水路網と、それに面して各戸に設けられている「川戸(石段状の洗い場)」の利用形態について調査した結果、村落における伝統的な取水システムと、河川水質の保持をめぐる共同体的規制の実態が明らかになった。「川戸」では様々な水利用形態がみられたが、この「民俗文化の多様性」が同時に水質保持のための保全システムとしても機能していたことが明らかになり、そこでは人間と自然の「関係性の総体」としてのエコシステムが成り立っていたことが検証された。本研究ではさらに、この伝統的な水環境保全システムが崩壊した過程と要因についても検証し、システムの断絶が昭和30年代を境としていることや、圃場整備による農薬・化学肥料の流入、上水道の普及による排水処理システムの破綻など、地域によってそれぞれ異なる要因を抱えていることを解明した。いずれにしても、治水事業に連動した明治期以降の水資源開発政策に加えて、琵琶湖集水域全体で顕著に認められる住民生活と水環境との「関係性の減少」が、エコシステム崩壊の大きな要因であったことが明らかになった。以上の研究成果については一部公表したが、学術誌への投稿原稿としてとりまとめ中であり、また成果の一部については、「世界湖沼会議」での発表を予定している。
