今年度には、(1)各種データの収集・整備、(2)分析(投票時間の延長効果を主とし、不在者投票の要件緩和効果も含む)を行う予定であった。(1)については、初年度に引き続き集計データの作成、具体的には公選法改正前後の参議院選挙、知事選挙などの主要な選挙について三ないし四回分のデータを整備してきた。都道府県(政令指定都市)選挙管理委員会、国会図書館で時間別投票率や事由別不在者投票数など関連資料を収集し、これに対応して各市区町村の有権者の生活を示す社会経済統計、具体的には産業別・年代別人口、商業・サービス業の様態、昼夜人口等の生活状況などについての各種統計を入手し、データベース化した(なお一部継続中である)。また、不在者投票や延長時間帯投票の様子について都市部を中心とする選挙管理担当者、明推運動関係者と意見を交換し実情の把握につとめた。(2)については、データの整備が予想より遅れたため、必ずしも十分ではないが、順次、進行中である。不在者投票の要件緩和は、大都市部や若者層も含め全般的な効果が見られ、投票時間の延長については、午前中に投票に行く傾向の強い老人、第一・二次産業従事者、非都市部居住者以外の人々、つまり若者、第三次産業従事者、都市部居住者(これらの属性を持つものは元来、出足が遅く棄権も多い)に一部、効果が見られたが、依然、不明な点も多いので、理論および方法論に留意しながら、今後可及的速やかに分析を深め結論を得たいと考えている。なお先行研究の理論的な整理と現時点での分析結果をもとに、具体的な投票率向上方策について検討したものを来年度当初に発表する予定でいる。
