現在、変容しつつある選挙区レベルでの政治家の活動や行政・団体とのつながりを具体的に調査し、政治と社会の結びつきを明らかにすることを目標に、本研究は(1)選挙区における政治家の政策面および選挙面での活動に注目し、その活動内容と接触対象を詳細に記述するとともに、(2)聞き取り調査をテキストデータ化した上で、これを利用した新しい分析手法を試験的に実施し、以後の本格研究の基礎を築くことが目的であった。そこで(i)県会議員を主とした政治家の選挙区活動についての聞取調査と記録作成、(ii)本格調査に向けた調査法の確立、(iii)本格調査に向けた仮説の構築、(iv)データ加工および新しい分析手法の適用可能性の検討を試みた。(i)については、複数の県会議員や周辺関係者から選挙区活動について聞取調査を行うことができ、その一部を記録化している。また、他の科研との共同作業として、全国の県会議員へのアンケート調査を行い、現在、データ化しつつある。(ii)については聞取調査の有効性を確認することができ、(iii)に関しても仮説構築の段階までに至らないものの、基盤研究(B)の申請へとつなげることができた。(iv)の新分析法については、なお試用を続けている段階である。本研究により、選挙時の集票活動あるいは平時の政策活動において、現在の日本の政治家が果たしている役割や活動内容、あるいは団体や行政との間に築いているネットワークの姿について基礎的な知見を蓄積することができ、今後の本格的研究活動に備え、一定程度の見通しを得ることができた。
