本年度は、政令指定都市とこれに準ずる大都市において、昭和30年若しくは政令指定都市昇格後に行われた市議会議員選挙ならびに同都市選出部分の道府県会議員選挙の記録を収集し、これを研究補助員の手を借りてパソコンに入力し、その基礎的な分析を行った。まず各自治体の選挙管理委員会に資料送付を依頼し、また自力でも資料収集に赴いたところ、多くの方の協力も得られ選挙統計の収集は順調に進んだ。しかし横浜市など一部の自治体からは全く協力が得られなかったため、データの完成は残念ながら結果的に大幅に遅れざるをえなかった。ただし比較的早い時期に得られた資料については、これをロータス123によって入力し、フロッピ-ディスクなどの磁気媒体上に保存した。本研究では、市議会議員と道府県議会議員という同じ地域から選出される二つの異なる代表の選挙結果を比較分析することによって、地方自治や選挙制度に関するいくつかの仮説を検証することを最終的な目標としているが、当面まず二つの議会の選挙区定数の違いがもたらす影響について分析を進めている。現時点では、これらのような複数定員区で相対多数代表制を用いた選挙制度においては、有権者レベルでの政党支持状況がほぼ同じであっても、定数がおおきくなればなるほど、議会に多くの政党が代表として送り込まれ、またその際、議席率は得票率により近似することが確認された。今後は、比例代表制のシミュレーション結果との比較を通じて大型複数定員区での相対多数代表制の特質を、とりわけ複数候補擁立の戦術定困難さとそれへの対処方法を中心に、可及的速やかに解明する予定である。また、さらにこれらの選挙制度が日本の大都市での地方政治に与えた影響についても十分に検討していきたいと考えている。

In the future, the comparison of the results of proportional representation and proportional representation can be made by comparing the characteristics of the corresponding majority representation in the large number of fixed areas, the difficulty of determining the number of candidates, and the speed of the corresponding formula. The election system has influenced local politics in Japan's metropolitan areas.
