本研究課題は、アジア諸国への大量の資本流入(資本収支黒字・経常収支赤字)の維持可能性の問題を、最近の実証分析の潮流である時系列分析を用いて、フォーマルに検証することを目的とする。昨年度は、予備的なデータ整備と共に、深刻な通貨危機が発生しIMFからの支援を要請したタイ、インドネシア、韓国の3ヶ国について、Hakkio and Rush(1991)のアプローチに基づいて、輸出・輸入データに関する共和分分析を行った。それらを踏まえ、本年度は、特に分析手法および分析期間の観点から拡張を試みた。まず分析手法に関しては、将来の対外負債を割り引くための実質利子率(およびその期待値)について、それが確率的に変動することが容認されるより一般的なフレームワーク-Ahmed and Rogers(1995)およびTrehan and Walsh(1991)のアプローチ-ヘと分析を拡張した。その結果、インドネシアと韓国については、全般的に借入制約条件が満たされ、巨額の資本流入(対外負債)は維持可能であることが示されたが、タイについては特に1990年代以降、借入制約が満たされないという結果が得られた。これは先に得ていたHakkio-Rushアプローチに基づく分析結果と整合的であり、それを補強するものと考えられる。次に分析期間について、通貨危機後にサンプル期間を延長し、できる限り直近(2000年)までのデータを使って同様の分析を行った。その結果、タイについても借入制約条件が満たされるということが示され、危機後2、3年の調整を経て、経済は支払い可能に戻ったという可能性が示唆された。以上の結果は、危機発生後に必要な政策対応や、国際的な最後の貸し手の問題などに対して重要な政策インプリケーションを持つものである。そういった政策含意に関する議論と併せて、その成果を論文として早期に公表したいと考えている。

This study aims to examine the sustainability of large capital inflows (capital outflows, current outflows) to developing countries, and to analyze trends in recent empirical studies. Last year, he conducted a comprehensive analysis of the development of infrastructure, the emergence of a deep currency crisis, and the need for IMF support, including the development of infrastructure, output and input issues in Hakkio and Rush (1991). This year's special analysis method and analysis period are very important. The analysis technique is related to future external liabilities, the actual profit ratio (expected value), the change of accuracy ratio, and the general analysis of the relationship between Ahmed and Rogers (1995) and Trehan and Walsh (1991). As a result, borrowing constraints in general have been met, and huge capital inflows (external liabilities) have been maintained, especially since the 1990s. Hakkio-Rush is the first to analyze the results of the analysis and the results of the analysis. The analysis period was extended after the currency crisis, and the analysis period was extended until 2000. The result of the crisis is that the borrowing conditions are not stable, and the adjustment is possible 2 or 3 years after the crisis. As a result, the crisis will require policy support, international cooperation, and the continuation of important policy options. The policy implications are discussed and discussed in the early stage of the paper.
