项目摘要

近年、都心中心部、及び、農山村の人口減少地域、いわゆる過疎地域における地域活性化や居住環境整備が課題となっている。一方でこれらの地域では、都心においては昔から継続している祭りへの通勤者の参加や、農山村地域における都市農村交流等、地元地域の居住者と来訪者が直接的に交流を持てる機会が増えつつある。これらの機会の拡大と質の向上、継続性は、居住者のみでは限界のある地域活性化に発展性をもたらし、来訪者が地域活性化のための人的資源となり得る可能性もあると考える。そこで、本研究では、地域の活性化と積極的な居住環境整備を推進させていく活力が失われているという共通の課題を抱える都心及び農山村地域を対象として、各地域の来訪者が地域住民と積極的に交流する方策と現状の把握、それによる当該地域の活性化と居住環境整備にもたらす効果について、都心・農山村の共通解及び特異解を求め、来訪者との交流機会が住民の意識やその地域社会と居住環境にもたらす影響を明らかにし、社会的な人口減少地域における地域活性化の一方向性と今後の計画要件を探ることが目的である。2カ年の研究機関のうち、初年度平成12年度は、主に農村地域における来訪者との交流効果を扱った。調査対象地域は、典型的農村2地域を抽出し比較対称とし、住民へのアンケート・ヒアリング調査を行った。結果として、農村地域住民の持つ、都市との交流意識と外向きの姿勢を明らかにし、集落活性化と住民自身の定住意識向上につながる効果を、交流活動の形態ごとに求めていった。平成13年度は、全国数カ所の地方都市、及び東京都心部における現地調査を行い、12年度の結果や、都心-農村の社会状況を比較しつつ、来訪者の地域活動参画がその地域社会と居住環境にもたらす影響を明らかにした。
