生涯学習センターや公民館、小中学校施設の開放や余裕教室の地域開放等、これまでの地域行政による生涯学習のための空間整備は、主にその圏域に住む住民利用のみを目的としたものであった。しかしながら、昼間人口が夜間人口を越える都心地域では、住民だけでなく、平日の通勤者や休日の来訪者等の長い時間をこの地域で過ごす非住民も、同じ場所における潜在的な生涯学習活動者と捉えることができる。このような都心地域と、地域住民のみが活動空間の利用対象となる居住地域では、公共施設の役割、施設の配置計画、公・民の整備主体による役割分担等が異なるはずである。本研究は、平成10〜11年度の2年度間にわたり、整備主体の公・民にかかわらず、都心に立地する生涯学習空間の役割と施設配置上の問題点、整備計画要件を明らかにし、その中で公共施設の整備主体である地域行政の役割分担及び、都心地域の活動ニーズに対応した生涯学習施設の整備計画手法を検討することを目的とし、研究を進めたものである。平成10年度は、地域住民以外の層が多数訪れるこれらの都心地域数カ所を調査対象とし、通勤者・地域住民(居住者)双方にアンケート調査を実施した。これより、双方の活動施設及び場所(通勤地,居住地,通勤経路上等)の使い分けの状況を分析・考察し、都心地域という地域特性における公共生涯学習整備の課題と問題点、今後の方向性を明らかにした。本年度(平成11年度)においては、昨年度データ及び、生涯学習施設相互のネットワーク状況の調査(施設へのヒアリング調査)結果、さらに、地域住民・通勤者以外の都心地域に訪れる層(休日等の一時的な訪問者)を研究対象に加え、都心地域における公共・民間施設整備の役割分担、施設の配置上の課題について、分析・考察を行った。結論として、地域住民にとそまらない通勤者・訪問者の利用も想定した活動拠点である都心地域を含む地方自治体が、今後担っていくべき公共空間整備手法としての計画要件をとりまとめた。
