1 地区変化に関わる総合的データベースの解析 昨年度の尼崎における調査・研究でインナーシティ地域を分類し、(1)人口・事業所ともに減少、(2)人口一定以上・事業所減少、(3)人口・事業所ともに一定以上、という代表的な3類型を得た。各類型についてデータベースを作成しているが、今年度は社会的・経済的・物的変化についてさらに解析を進めた。地区整備・まちづくりを特に行わない場合、(1)は経済的・社会的・物的衰退が累積的に進行していく典型的なインナーシティ的傾向、(2)は工場跡地のマンションなどへの転換で住宅地化が進行、(3)空間的余地があり事業所、住宅ともに増加し、住工混在が進行、というような推移で経過することが予測される。2 利用可能な地区整備手法の洗い出し 再開発や区画整理、地区計画、共同建替などの既存制度とその活用事例、まちづくりの先進事例などについて検討を行った。(1)については共同建替、修復型の地区計画など、(2)については再開発や地区計画、(3)では規制的な手法による無秩序な混在の防止など、既存制度の活用が考えられる。しかし、インナーシティは都市経済の転換期・衰退の問題であることから、硬直的で、個々の整備や事業が独立して行われる現行システムでは限界がある。地区の変化への柔軟かつ迅速な対応や、多様な主体・地区の連携など新たな仕組みが求められよう。3 まちづくり支援システムの構築 住民が主体的にまちづくりに取り組むための支援システムは、現在構築途上である。神戸市の長田地区、尼崎市の武庫之荘地区などにおいて、このまちづくり支援システムを用い、まちづくりの方向性について住民と議論していくことを計画している。こうしたプロセスを繰り返し、住民の主体的なまちづくりを支援する実用的なシステムを構築していく予定である。

The problem of urban renewal and recession is difficult to solve, and the problem of individual maintenance and business independence is difficult to solve. The area of change is soft and flexible, and the main body of the area is connected to the new group. 3. Support for the construction of the main body of the people The Nagata area of Kobe City and the Arsenal area of Amagasaki City are in the middle of the discussion. The residents are in the middle of the discussion. This is the first time that we have been able to build a system that supports the residents.
