项目摘要

本年は、神戸の住工混在地区(長田地区)を中心に、企業の立地動向と土地利用変化に関する分析を続行したが、長田地区において進行している、グローバル化による産業の衰退、下町の機能と景観の喪失といった現象は他の大都市住工混在地域に共通するものである。そこで、(1)復興都市計画事業の影響といった長田地区独自の問題について明らかにするとともに、(2)一般的な大都市住工混在地域における産業まちづくりについて考察を行った。それぞれの概要は以下の通りである。(1)長田地区のケミカルシューズ産業集積地は震災後もある程度の求心力を保持しているが、区画整理・再開発事業区域を中心に企業の流出が激しい。集積地の主要部が事業区域となっている現状では、事業にかかる時間やその間の都市計画制限などが産業復興の足かせとなっていることは否定できない。事業の施行にあたって産業に配慮した柔軟な対策が求められており、区域内における期間中の暫定利用としての産業用途立地緩和、公的な仮説賃貸工場の建設といった措置が必要である。(2)一般的な産業まちづくりを展望すると、下町の景観と機能を創造・再生すること、地域産業の高度化・高付加価値化という二つの方向を模索していくことが求められる。高層化を伴う再開発事業や共同化は安定成長下では困難であり、下町らしい景観とコミュニティを再生するためにも、共同化よりも協調立替的な手法を積極的に推進し、低層高密の統一性のある町並みを誘導していくべきであろう。一方、工場が多く、遊休地の発生が予測されるところは、住宅への無秩序な転換を防ぎ、地域産業の核となるような施設や、下町・工場町にふさわしい集客施設を積極的に創り出していくことが考えられる。既存の産業政策の枠を越えた施策が都市計画と連動して展開されていく必要があろう。地域の問題解決をビジネス化するコミュニティ・ビジネスの叢生も期待されるところである。
