项目摘要

本年度は投票者の影響力を評価する「投票力指数」を用いた実証分析を主に行った。1993年以降に日本で起こった連立政権発足の際の政党の連立行動を、Shapley-Shubik指数を拡張した指数であるcoalition valueで評価すると、1993年発足の細川政権が各政党の影響力最大化行動として説明できるという結果を前年までに得ていた。これに対し、これ以降の政権(村山政権、橋本政権、森政権)についても考えると、必ずしも影響力最大化ということだけでは説明ができず、他の要素も含めて考える必要があるが、「投票力指数」の意味で不利になるような行動はしていないと結論づけられる。今後は、他の要素をどのようにモデルに組み込むかを研究する必要があると考えられる。一方、理論的な投票力指数の比較に関しては、かなり限られた状況である、「拒否権を持つプレイヤーがいる多数決の状況」に焦点を当てて比較を行った。この状況は従来多くの研究で考察されてきた重みつき多数決の状況より範囲は狭まるが、国連の安全保障理事会をはじめ、投票制度として多く採用されている。また、範囲が狭まる代わりにより強い結果が得られ、いくつか提案されている投票力指数の違いが顕著に表され得る。
