项目摘要

本研究では投票力指数として知られているShapley-Shubik指数、Banzhaf指数、Deegan-Packel指数、Holler-Packel指数を用いて、投票者数の多い大規模な制度の評価を行なった。研究代表者の一つの興味に、「一部の投票者が拒否権を持つような状況で拒否権を持つ(或いは持たない)投票者が増えたときに彼らの投票における影響はどのように変化するか」ということがあった。これは現在議論のある国連安全保障理事会の常任理事国(拒否権あり)と非常任理事国(拒否権なし)の国の数と投票力指数の関係を見ることが当初の目的だったのだが、実際にそれを計算するとそれとは別の性質を見つけることができた。というのは、上述の4投票力指数は多少の差異はあるものの、投票力の評価は似た数値を与えると考えられているのだが、これらを4投票力指数で評価すると、上記のような投票システムは指数によって全く異なる評価が得られ、却って投票力指数の基本的な考え方の違いを浮き彫りにする結果を得ることができた。結果はまだ報告には至っていないが、これをまとめて成果を報告する予定である。提携構造に関する研究では、従来協力ゲーム理論の中で多く扱われてきた、提携を一つの投票主体と考える方法を離れて、非協力ゲーム理論の中にある企業合併などの理論を参考にモデルを構築することを試みたが、まとめる段階までは至らなかった。ただ、現実に企業合併が増えて、実証を踏まえた新たな視点の研究もいくつかあることから、将来的にこの分野の研究との融合を目指す価値は充分にあると考えている。
