项目摘要

1.発展途上国歴史都市における歴史地区保全制度・計画、都市開発の計画実態について現地調査を行った。その結果、経済成長の著しい中国(西安、北京、天津)では都市開発が急激に進み歴史地区の保全が一部地区を除き遅れている、フィリッピン(ビガン)ではスペイン政府の技術協力で歴史地区保全を中心とする都市計画が策定された、ポーランド(ワルシャワ)・韓国(キョンジュ、ソウル)では都市計画の中に歴史地区の保全が位置づけられていること分った。2.GIS等情報技術の活用について、都市マネージメントに活用されている事例はないが、西安及びビガンではノルウエー、スペインの技術協力グループがCAD、GISを用い歴史地区建造物のインベントリー・歴史地区保全計画作成等を行っていた。都市地形図の電子化は各国とも体系的に整備されていないが、ビガンでは技術協力のために航空写真から電子地図を整備済みである。印刷された地形図(5万分の1)はポーランド・フィリッピン・韓国では市販されているが、中国では入手が困難であった。我が国の高度経済成長期と同様、今日の途上国においても歴史地区の保全より経済開発が優先され推進されていることが傾向として見て取れる。3.GIS等情報技術を活用した発展途上国の"歴史都市活性化システム"の構築・活用には、文化財・歴史地区等保全施策と都市開発・インフラ整備とが一体的に機能しなくてはならない。そのためには、マルチメディアを基本とする歴史遺産のインベントリー作成を確実にすると共に長期的都市開発計画の中に歴史地区の保全計画が位置づけられる必要がある。また、特に、急激な高度成長が進行している途上国歴史都市においては、市民・住民が歴史地区に関する理解・認識を深めることも基本的に重要であり、そのためには、まず、インベントリーをマルチメディアを活用して行い、公開することも有効であると考える。
