A わが国における児童貧困の推計を行った。資料は国民生活における世帯類型別にみた所得階層分布を用いた。(1)国民生活基礎調査における所得階層が50万円ごとであるので、仮定された世帯類型から生活保護基準を算出し、貧困線として使用可能な近似値を設定した。結果、「夫婦と未婚子世帯」については年収250万円、「単親と未婚子」世帯については年収200万円を貧困線として設定した。(2)結果、2000年度において、夫婦世帯の5.3%、単親世帯の25.2%が貧困線以下であった。この比率に近い子どもが、貧困の中で児童期をすごしていることが示唆された。(3)1986年からの年次推移を検討したところ、この比率は1994年を境に減少から上昇に転じており、近年の不況下で児童貧困の問題が深刻化していることを伺わせた。特に変動の幅は単親世帯で大きく、母子世帯における児童貧困問題の大きさが示された。(5)上記は中間的なまとめであり、より詳細な分析と検討は、今後継統される必要がある。B 2002年1月に渡英調査を行ない、資料収集とともに、ロンドン大学政治経済学院(LSE)社会行政学部D. Piachaud教授にインタヴューを行った。イギリスの動向の検討から以下の諸点が示唆された。(1)1997年の労働党政権成立による政策の変更で児童貧困の比率は減少したとはいえ、いまだ大きな問題でもある。たとえば貧困線以下の子どもの比率は2000年で19%(夫婦世帯16%、単親世帯30%)推計され、政策的効果によって2003年までに15%(それぞれ13%、21%)まで減少するとの推計される。(2)貧困線の設定については、生活保護基準ではなく、平均所得の中央値を基準に、住宅費などいくつかの状況を勘案して複線的に検討する傾向にある。(3)社会的排除という概念に基づいて貧困研究を行うことが増えており、児童貧困と社会的排除の問題を連動して考える理論枠組みが必要とされている。上記の成果の詳細は今後公表される。

The proportion of children below the poverty line decreased from 19% in 2000 (16% for couples and 30% for families) to 15% in 2003 (13% for couples and 21% for families).
