项目摘要

今回の研究では、(1)わが国のインフラ整備における国民からの信頼を回復するためにNPOが果たしうる役割の検討し、(2)東南アジアの社会基盤整備事業における環境影響緩和計画とその効果を評価した。(1)については、わが国のインフラ整備における行政官(以後、「官」と略する)と国民との信頼関係の分析と信頼回復にNPOが果たしうる役割を検討した。旧来の官と国民との関係は「公私二元論」で表される。官の「無私と全能」と国民の「お上意識と滅私奉公」によって、旧来のインフラ整備では社会的不確実性と機会コストが抑制されてきた。しかし近年は、官における私が顕在化し、個人の「多面的」主張・行動によって、社会的不確実性と機会コストの双方が増大する可能性がある。官と個人の「改革」課題として、それぞれの「信頼性」を向上し、社会的知性を発達させ、他者への信頼を醸成していくことが求められる。NPOが有するa)新たな主体としての資源の受入機能、b)私福の共福への「昇華」機能、c)官の監査機能は、官と個人の「改革」を促すと考えられる。しかしNPOの意義を過大評価してはならない。NPOの信頼性の源泉は利潤の非配分にあるが、これは組織の信頼性を表す一つの条件にすぎない。NPOの信頼性を如何に確保すべきか、それをどう評価すべきかが重要な課題になる。NPOの信頼性は、その使命の妥当性と達成度によって評価される必要がある。(2)について東南アジアの社会基盤整備事業では、国内外のNPO・NGOが住民を支援して事業への抗議活動が実施されることが多い。住民とNPOの目指すものが何故得られなかったのか、どのようにしたら住民・NPOと事業推進者の「公共性」に関する見解を統合できるのかを明らかにすることが必要である。今回は、東南アジアの二つのダム建設事業においてそれらの事業推進に伴う環境影響緩和計画とその効果を評価し、今後の課題を検討した。

In recent years, there has been an increase in the possibility of personal privacy, personal "multifaceted" claims and actions, and social uncertainty and opportunities. The "reform" of officials and individuals is a matter of "integrity" and upward movement. The intellectual development of society is a matter of "integrity" and "integrity" of others is a matter of "integrity." The NPO has a) the function of receiving new resources from the main body, b) the function of "sublimation" of private welfare, c) the function of supervision by officials, and the function of promoting "reform" by officials and individuals. The significance of NPO is too great to comment on. The source of NPO's credibility is the non-distribution of profits, and the organization's credibility is a condition of existence. How to ensure the reliability of NPO is an important issue. NPO's credibility, appropriateness and achievement of its mission (2)In addition, NPO, NGO and residents 'protest activities in Southeast China have been carried out. Why is it necessary to integrate the views of the residents and NPOs and the "public nature" of the business promoters? In this paper, we will review the results of the environmental impact mitigation plan and discuss future issues in the construction of the two projects in Southeast China.
