近年,我が国ではビジット・ジャパン・キャンペーンを始めとする,海外への日本の魅力の発信や観光地の魅力の向上に関するさまざまな政策が実施されてきた.2006年末に成立した観光立国推進基本法により,地方公共団体間の広域的な連携の重要性が認識され始めている.一方,観光統計が不十分であることの反省から,2007年より宿泊旅行統計調査が開始されることとなった.本研究は,宿泊旅行統計の第二次予備調査結果を用いて,訪日外国人旅行者を対象とした広域的な地域連携のあり方に一定の示唆を与えることを目的に,訪日観光振興のためにはどのような効果的な都道府県の組み合わせがあるのか,をモデル分析により定量的に把握した.構築したモデルは,上位モデルと下位モデルによって構成されている.上位モデルでは,重力モデルを用いて,宿泊旅行統計からの主要国籍別の都道府県宿泊者数を被説明変数とし,旅行者の出身地の社会・経済状況,旅行者の居住地から都道府県までの距離,そして都道府県の魅力を説明変数とした.下位モデルは,上位モデルで利用する都道府県の魅力を都道府県内に存在する魅力要素によって説明する構造とした.特に,都道府県の魅力の説明変数として,魅力要素だけでなく,旅行者が得る都道府県に関する情報や都道府県の広さ,とりわけ都道府県間の魅力の相互影響をそれらの組合せと距離を用いて表現した.構築したモデルを用いてパラメータの推定を行い,いくつかの都道府県に着目して都道府県の組合せの変更による影響の分析を行った.その結果,例えば,瀬戸内海を挟んだ四国と中国の各県による組み合わせのような,既存の地方の枠組みを超えた都道府県の組み合わせにも効果があることがわかった.さらに,例えば,自然豊かな北海道と文化的な京都の組み合わせのような,魅力の特徴が異なる都道府県の組み合わせることも効果的である可能性を示した.
