研究2年目となる今年度も、ひきつづき日本環境教育史研究の開拓のために、水俣病問題が水俣市および周辺地域の「人づくり〕(中内敏夫)の過程に与えたインパクトを検証するうえで不可欠な資料の収集を実施した。1)文字資料の収集:「水俣病関連データベース」(財団法人水俣病センター相思社)、及び水俣市立図書館や出水市立図書館などを用いて、水俣市及び出水市における教育史、運動史(裁判史を含む)及び環境史関連の資料を収集した。2)オーラル資料の収集:教職員を中心とする「水俣芦北公害研究サークル」の担い手からの聞き取りをひきつづき行った。また、水俣病の患者及び家族からの聞き取りも、水俣市、御所浦町、出水市において実施した。2年間にわたる「基礎的資料収集」を終了してもっともクリアーに浮かび上がってきた様相は、現地に生きる人々にとっての水俣病問題の見え方の多様性である。60年代以降の水俣病関連の諸裁判において証言されてきたり、あるいは一連の写真や映像等で描かれてきた患者及び家族の生活破壊の実態が厳然として存在していたことは疑いない。だが、同時に、1950年代後半以降、水俣市やその周辺地域で育ったり、そこで教員として働いてきたりしてきた人々の聞き取りを通してしばしば語られたのは、水俣病問題の見えにくさでもあった。それは、例えば「患者さんを見かけたという記憶がほとんどない」とか「クラスの子どもたちの誰が家族に水俣病患者を抱えているのか、まるで分からなかった」といった語りによって代表されるものである。そこには水俣病問題を不可視化せんとする力学が何重にもわたって働いていたことは言うまでもない。水俣市及び周辺地域において「水俣病問題と向き合う」とは、問題を不可視化せんとする力に抗して、問題を可視化していく実践であり、それは患者自身が当事者として発する声とそれを伝えんとする支援者たちとによって支えられてきたのであった。

This year's research is aimed at exploring the development of environmental education history in Japan and the implementation of data collection on Minamata disease in Minamata city and surrounding areas. 1)Text data collection: "Minamata Disease Related Information"(Minamata Disease Related Information Society), Minamata City Library, Izumi City Library, Minamata City and Izumi City Education History, Sports History (including Judicial History), and Environmental History Related Information Collection. 2) Collection of data: Faculty Center: "Minamata Akita Pollution Research Center" Minamata, Minamata disease patients and families, Minamata City, Oshoura Town, Izumi City In the past two years, the "Basic Data Collection" has been completed, and the problem of Minamata disease has been solved. In the 1960s, there were many judgments related to Minamata disease, such as testimonies, photographs, etc., describing the life of patients and families. Minamata City, Minamata City For example,"Patient's memory" means "patient's memory." The problem of water pollution is not easy to solve. In Minamata City and the surrounding areas,"Minamata Disease Problems and Concerns" cannot be resisted without visualizing the problems, and the problems can be visualized and implemented in practice. This means that the patients themselves can communicate with the parties concerned and support them.
