项目摘要

(1)稲作生産組織にかんする考察(文献調査)稲作機械施設共同利用組織は、1970年代後半から、構造改善政策・補助金行政の下で、全国のほぼ3分の1の農業集落に設立されてきた。経営規模の零細なままでの機械化による労働生産性の急激な上昇が、家族農業経営における労働力構成と矛盾し、兼業化を進行させるなかで、稲作生産組織は兼業志向農家群と中規模不安定農家群の労働力の有効な編成・燃焼を可能にしている。そのかぎりでは、現代日本農村における家族農業経営の矛盾を隠ぺいしながら、耕作維持・土地資源有効利用保持といった機能をはたしているとみなせる。(2)現地調査からの知見(山形県東田川郡朝日村)現地調査の調査票データはこれから集計の予定である。調査対象とした生産組織にかんして、調査者は13年前の論文(Function of Group Farming in Japan、第5回国際農村社会学会大会提出)で、temporal natureとし、こんにちまで持続すると予測しなかった。構成メンバーが変化しながらも、この組織が持続したのは、家族農業経営の矛盾の隠ぺいという機能が要素として大きかったからとみなせよう。中山間地域農村における農業維持につながってきたといえるのである。しかし、設立時のリーダー的存在だった大規模農家群が、自家の機械設備の充実とともに脱退し個別経営で完結的に行うようになったことは、村落構造における分化をすすめる要素になっているともみなせるのである。
