第一の成果は東京、大阪、京都各都市の文書館、図書館などで都市の貧困児童の就学問題、児童労働などに関する諸調査史料を調査、収集したことである。また都市問題が重要視される時期の国の方針について宮崎県庁文書の調査をおこなった。都市調査では、たとえば東京市社会局調査、京都市社会課調査などシリーズになっているものは、復刻もされていて事前にある程度予備知識をもつことが可能であったが、単発的な調査のなかに予想外に多くの関連資料が発見できた。たとえば1922年東京博覧会出品記念『東京府社会事業概観』には東京の特殊小学校を中心とした細かい就学関係調査が掲載されている。また東京市政調査会図書館の未刊行史料にもいくつかの貴重な調査があったが、閲覧等に制限があり、期間中に史料収集することができなかった。このように、本研究が第一段階とした史料収集が進むにしたがって、むしろ調査しなければならない分野の範囲は広がっていくというのが現状である。計画に上げた史料所蔵機関は国立国会図書館、東京都立中央図書館、法政大学協調会文庫、東京大学社会科学研究所(糸井文庫)、東京大学経済学部、総理府統計局図書館、市政調査会図書室などであるが、現在協調会文庫、総理府統計局図書館の調査が残っている。したがって第二段階としたこれら調査の就学率としての分析にはもう少し多くの史料所蔵機関の調査が必要である。そうでなければ集計する項目の選択や調整がまだ不可能である。そして、今回の調査で明らかになったのは、就学率の多様な数値とともに、都市児童労働の種類が実に多岐にわたっていること、就学不完全児童の多いことである。これらの実態を含んだ、説得力のある就学率の数値がどう推定されるかは今後の課題である。
