1995年と2000年の国勢調査に基づいて,2000年を起点とした全都道府県と全市町村の第一次社会構造推計モデル(2000年社会構造推計モデル)が完成した.このモデルには,人口構造の変化に依存する市区町村の社会構造変数(高齢化率・生産年齢人口の割合・人口吸引力・有権者の年齢構造など)が含まれるほか,2000年の市区町村の地勢・財政・産業の変数も含まれ,科学的に将来の社会構造の推計を行う手法(政策・戦略チャージャーと呼ぶ)が開発された.成果の一例として,全市町村の人口移動率が社会経済政策でどのような変化を起こすかの分析が行われ,日本の市町村の8割で2030年までに,人口減少がおこることが判明した.しかし,日本の人口の8割は人口3万人以上の都市に住み,その大半では人口減少よりむしろ,人口が稠密であるためにおこる各種の社会基盤整備の遅れの解消こそが課題であることも明らかとなった.2000年社会構造推計モデルは,現在データをデータベース化が試みられている.これと平行して推計モデル開発の途上作られた各種の道具を利用可能とするために,Mac Xサーバーを用い,ネットワーク・ワークショップ・システムの設計が行われた.このシステムは,post-max.netと呼ばれ,推計のための道具である社会構造推計エンジン(GRIPS SS-Proj. CoreShell Engine),地域の社会・経済・文化的な政策変数の入力により推計を変える道具の戦略チャージャー,そして推計結果を時空間の情報として表示し,一種のテクノデモクラシーを具現化する情報公開用の道具となる地理情報地図化システム(GRIPS Engine)を備えたシステム基礎構造が完成した.

From 1995 to 2000, the foundation of the national situation survey was established, and from 2000, the first social structure estimation of all cities and villages was completed. The population structure of urban areas depends on the social structure of urban areas (high growth rate, production year, population division, population attraction, and annual structure). The urban area topography, finance, and industry in 2000 include scientific methods for predicting future social structure (policies, strategies, and calls). An example of the results is the analysis of the population mobility rate of the city's towns and villages, and the determination of the population shortage in the eight cities and villages of Japan by 2030. The population of Japan is 8%. The population of cities with more than 30,000 people is insufficient. The population is dense. The social infrastructure of various kinds is ready to be eliminated. The social structure is estimated in 2000. The Mac X server is designed to be used in parallel with the development of various tools. Social Structure Prediction (GRIPS SS-Proj.)
