项目摘要

The aim of this research is to analyze the trend of urbanization and transformation of urban area in central cities in Hokkaido in post-high growth period. In addition, a study is made utilizing planning theory for Urban Land Use, and for Improvement System of provincial central cities.Some of the results obtained are follows;1.The characteristics of the changes that have occurred in the cities in Hokkaido whose compact and densely populated urban areas have been broken down, will be arranged by division into the following three stages: Quickening stage; Expanding stage; and Subsiding stage.2.In "built-up area", there are "population stable areas" which is in a stble state and "renewal-advancing areas". In "under-urbanized areas", there are two types of urbanizing processes; "the type filling-up their vacant spaces" and "the type renewing built-up spaces". So,it's necessary to establish the method of realizing a structual improvement system, such as "a method of creating movement" and "a method of riding on the movement", based on the scale of an area and a city, and the urban infrastructure and the movement of the whole urban space.3.Two different types of situations in stable areas are described:environments in good condition which should be maintaind and preserved, and the districts which need future public investment. The importance of making a plan for stabilizing the environment and establishing the method of improvement as well as intruducing the plan is emphasized.
本研究旨在分析后高速增长时期北海道中心城市的城市化和城市地区转型的趋势。此外,本文还运用城市土地利用规划理论和省域中心城市完善体系的规划理论进行了研究,得出以下结论:1.将北海道城市的变化特征划分为三个阶段:加速阶段、扩展阶段、城市化阶段、城市化阶段。2.在“建成区”中,有处于稳定状态的“人口稳定区”和“更新推进区”。在“城市化不足地区”,存在两种类型的城市化进程:“填补其空置空间的类型”和“更新已建空间的类型”。因此,有必要根据区域和城市的规模、城市基础设施和整个城市空间的运动,建立实现结构性改善系统的方法,如“创造运动的方法”和“乘坐运动的方法”。3.描述了稳定区域中的两种不同情况:环境状况良好,应加以改善和保护,以及需要未来公共投资的地区。强调了制定环境稳定计划、制定改善方法和实施计划的重要性。
