项目摘要

1.前提的作業として、89年の農地二法の制定までの構造政策と農地政策の展開過程を再整理し、80年代末にはすでに中山間地域を念頭において、地域農業の解体の防止・そのための担い手確保と農村の活性化・農地の多面的利用などの新たな政策課題が意識され始めていたこと、しかしその具体化の措置は未だ不十分であったことを確認した。2.92年6月に農水省が策定した「新しい食料・農業・農村政策の方向」の内容と関係諸施策の再編の過程をその背景とあわせて分析し、(1)1でふれた政策課題が正面から取り上げられてはいるが、具体的な施策は-ECなどと比べると-なお部分的であること、(2)土地利用型農業の規模拡大と生産性の向上・そのための新しい経営体(とくに法人たる組織経営体)の育成という構造政策上の課題が従来以上に重視されていることを確認した。そのことは93年2月に上程された「農業経営基盤強化法」案と「特定農山村農林業活性化法、」案にもよく現われている。なお、この作業に関しては、「新政策」の具体化措置を審議した農政審議会に専門委員として参画したことにより、多くの有益な情報・資料を入手することができた。また、その政策・施策の妥当性と有効性も吟味するため、石川県と岡山県の中山間地域で農村調査を実施した。3.ECやフランスの政策動向については、92年8月の渡欧の機会を活用して共通農業政策の新たな改革(92年5月)とフランスでの対応施策(7月に策定)に関する情報・資料を入手し、その分析を行った。4.以上の作業のうち、3については、近く発表する列掲の論文で成果を公表する。それを踏まえて2についても、とくに上記2法案による農地政策と農地制度の改正がもつ意義ならびに問題点に焦点を当てて、まとまった研究成果をできるだけ早い機会に発表する予定である。
