项目摘要

(1)今日の雇用形態の多様化と職業紹介行政の民営化とは緊密な関連がある。その代表的形態である労働省派遣事業について、主要企業に対する調査を実施した。不況のもとで従来見られなかった派遣契約の中途解約、契約数の減少、派遣労働者の就業困難という新たな事態が増加していることを明らかにした。(2)職業紹介事業の民営化の第2の形態である「就職情報誌業界」にたいする調査を行った。不況の影響が深刻になり、求人広告の減少によって情報誌発行部数や1冊あたりのページ数の減少、広告代金の低下という事態が生じていることをヒアリング調査によって明らかにした。(3)第3に、職業安定法第45法にもとづく労働組合による労働者供給事業の現状について労働省供給事業関連労働組合などにたいして調査を実施した。営利ベースとは異なる原理の労供事業が不況下でかならずしも順調に進んでいない現状と理由を考察した。(4)第4に職業紹介の民営化は外国人労働者の幹旋をとおして増加している。日系外国人労働者の急増している静岡県浜松市における民間の派遣業者(斡旋業者)にたいする実態調査を実施した。「構内請負」という名目で営業している業者の大半が労働者供給事業に該当すること、外国人労働者にたいする違法な雇用管理の実態について明らかにした。(5)さらに、イギリスおよびドイツにおける職業紹介事業の民営化について、当該諸国の職業紹介事業関連団体にたいする文書による調査や、労働市場関連資料、各種行政資料をもとに近年の動向を分析した。これらと我が国の職業紹介事業の民営化との比較研究を行った。
