桜島は1955年の秋以来、37年間に6000回近くも爆発を繰り返し、島民は日常生活から生産活動まで、広範囲にわたり被害を受けてきた。この降灰の影響を最も大きく受けている桜島島民に焦点を絞り、37年もの長期にわたる降灰下の島民生活への影響を、社会構造、生活様式、自然環境の時系列的変化に着目して、調査研究を進めた。そのために、鹿児島市桜島地区及び桜島町の街づくり計画関連の既存の資料を収集した。また、長期降灰の影響の実態を調査するために、桜島の住民に対しては勿論のこと、桜島の同程度の町勢と判断される鹿児島県出水郡長島町の住民に対して、「降灰地域と非降灰地域の住民の生活意識調査」というテーマで、各地域150部ずつアンケートを配布し、後日回収する留置回収方法にて調査を行なった。調査内容は属性、生活様式、農業、漁業の4つの項目について、合計34問、択一方式にて回答を得た。得られた回答はいずれの地区も約120部程度である。それらのアンケートから明らかになった主な内容は以下の通りである。(1)桜島地区(降灰地区)の人々は長島地区(非降灰地区)の人々に比較して、エアコンの所有率が10%程高く、また、その理由として、降灰のためであると答えた人が半数を越える。同様なことは、洗濯物を屋内に干す割合や、車の寿命が他の地域より短いと考える割合が高いなど、降灰の影響は生活のすみずみまで及ぶことがわかった。(2)降灰地区も非降灰地区と同じように人口が減少しているが、その減少の割合は、降灰地区の方が大きく、特に1970年以降、降灰量や爆発回数が急増すると共に、人口減少の割合も急増しており、相関関係が明確に表われていることがわかった。(3)これらのアンケート結果より、桜島の降灰が島民の生活に甚大な影響を及ぼすことが明らかとなった。早急に対策を講ずる必要があろう。
