项目摘要

1,雲仙・普賢岳噴火による観光被害について、その概要を把握するために、現地におけるヒアリング等の調査を行った結果、被害はきわめて甚大かつ広汎にわたることが明らかとなった。とくに40万人の年間宿泊者の約3分の1を占めた修学旅行客がほとんど皆無になったことの影響は大きく、地元ではしきりに「島原は安全です」とのキャンペーン活動等を行っているものの、当分の間回復は期待できぬ状況にあると推察された。2,全国的な同様事例を収集した結果,有珠山噴火による洞爺湖温泉街の事例は、噴火災害が比較的短期で終了しているにもかかわらず観光被害がきわめて長期にわたって継続したこと、同様の事例は伊豆大島あるいは大分湯布院温泉においても見られたことが明らかとなった。しかし雲仙普賢岳噴火ほど長期継続していないため、参考事例とはなし得ぬ点が多々あると考えられた。また鹿児島市桜島噴火いよる古里温泉の事例は、噴火継続の長期化の点では類似しているが、観光地規模の点でははるかに小さいため、これも参考事例としては不満があると考えられた。3,再生復興のあり方については、基本的に(1)全国的な支援ネットワークシステムの構築、(2)エコミュージアム型の新しい集客拠点づくりの構築の2つを軸に進めるべきことを研究の現段階における結論とした。しかしいずれも当該地区には全く末経験,未蓄積の課題であり、今後の展開経過を継続的に見守りかつ積極的具体的な提案を行っていく必要があると考えられる。流動的でありかつ一例研究であるために研究成果の一般化については経過の克明な記録と客観的視点での分析を行う必要があると考えている。
