1993年鹿児島水害は、土砂系と洪水氾濫系の複合的な水害であり、1982年長崎水害と共通点が多く、かつ都市規模も類似しているので、本研究では長崎水害とその後の経過に関する既応の研究蓄積を基礎に鹿児島における被災後の都市復興経過を追跡的に調査研究した。事態はなお進行中であり、なお研究継続が必要である。長崎では被災直後に知事の諮問機関として「長崎防災都市構想策定委員会」が設置され、そこに住民の意見をとり入れるシステムがある程度つくられたが、鹿児島の場合は議会に直接はかる方式がとられ、とくに改修後の河川景観アーチ石橋の保全、安全性をめぐって行政と住民との間の対立関係が目立った。
