项目摘要

1.典型的な既成の斜面居住地を多く有する長崎市におけるヒアリングおよび観察調査の結果、クルマによるアクセスをもたぬ地区では、他のいかなる交通システムよりも道路設置によるアクセシビリティの確保についてのし烈な要求があるが、一方でアクセスのある地区では増大する自動車交通量と駐車場需要に空間が対処出来ないために矛盾が拡大して、クルマ以外の公共交通システムへの需要が高いことが推察された。2.しかし、クルマのアクセスをもち、かつ公共交通システムとしてのケ-ブルカ-をもつジェノヴァ市の例に典型的に現れているように、新車の導入など市当局の努力が認められるものの、住宅地程度の人口集積では、現実にケ-ブルカ-の利用者の数が少なく、経営採算性はきわめて悪い。恐らく相当な公共的支援が存続には不可欠であろう。従って、わが国で一般居住地にこの種の非効率投資である大規模交通システムを新設することは現実性が薄いと判断された。3.結論的には、ある大きさのサ-ビス単位(ブロック)を設定し、その単位ごとにクルマのアクセスを確保し(この場合も限定が必要であるが)、単位内に比較的投資額の少い、短距離の公共交通システム(エスカレ-タ-、エレベ-タ-系など)を設置する方向が現実的であると孝えた。単位の適正規模設定と対応技術開発作業が今後の課題である。
