学問の自由・大学の自治という建て前が強く主張される反面で、日本の大学の組織・意志決定については、客観的な認識が進んでこなかった。しかし社会環境が大きく変わりつつある中で、大学における意志決定・経営能力の形成が要請されている。そのような観点から本研究は、大学の組織形態とその内部運営、意志決定の実情と、その問題点について、予備的・基礎的な作業を行うことを目的とした。具体的には次の3点で作業を行った。(1)個別大学の事例研究・インタヴュー調査 数大学をサンプルとして選び、その概要、諸規定等を収集し、教員、事務職員にインタヴューを行った。これを通じて、(1)大学の組織運営組織、(2)教員、事務職員等の役割、(3)組織・管理運営の問題点、を分析した。(2)外国との比較研究 特にアメリカにおける大学の内部組織および運営に関連する諸文献を収集・分析した。またアメリカの大学運営の専門家にインタビューをおこなった。これを通じて、日本のそれがどのような特徴をもっているのか、を分析した。(3)理論的検討 以上の分析をもとに、大学の組織・運営に関して、(1)その研究の基本となる理論的枠組み、(2)研究の対象とするべき事項、問題点の範囲、(3)必要となる実証分析の方法、について検討した。以上の作業によって、大学の管理・運営の実態は予想以上に多様であること、従って実証研究のためには研究枠組みの構築が不可欠であること、従って将来さらに体系的な研究が必要であり、かつ可能であることが再確認された。

The university's management team is responsible for the development of the university. This is the first time I've ever seen a woman in my life. (3)Theoretical analysis of the above analysis, the organization and operation of the university,(1) the basic theoretical organization of the research,(2) the research of the image, the scope of the problem,(3) the necessary method of empirical analysis, the examination and discussion. The above work, university management, operation and actual state of thinking, the above multiple, evidence research, research group, construction, can not be short of, the future of the system research is necessary, possible, reconfirmed.
