项目摘要

観光によって地域を振興し、いわゆる過疎問題に対応しようとする動きが増加してきている。本研究において取り上げた調査対象地は、岩手県北部の山村である安代町であるがそこでは1981年に「安比高原スキー場」をオープンさせ、地域開発の「成功事例」として喧伝された地域である。安代町は昭和30年代以降人口減少が続いていた。また、高度成長期には、薪炭生産の崩壊による出稼ぎが一般化していた。こうした情況からの脱却を目指して、林野庁主導の森林レクリエーション事業が展開したわけである。しかし、スキー場事業の「成功」にかかわらず、人口減少傾向には歯止めはかかっていないのが実情である。たとえば、高校進学者のうち地元に帰ってくるのは5%いるかどうかという有り様である。また、高齢化率も30%を超えている。バブル当時までは、確かに民宿の開業も順調であったと言えよう。その他、いわゆる波及効果が華々しく取り沙汰された。しかし、近年の不況を反映して、スキー場への入り込み客数は減少し、スキー場への投資も抑えられており、売れ残った不動産もある。民宿など宿泊施設も客が減少してきており、停滞期に入った感がある。スキー場の近傍集落では、県内のモデル地区として基盤整備、集落排水事業が行われた結果、周辺集落よりは恵まれた環境になったといえる。しかし、上記のような景気情勢のもとで、今後どのような農家経営を目指すか、それぞれ手さぐり状態ではないかと思われる。幸いにして、特産品のリンドウをはじめ、1994年度の農業生産は天候にも恵まれて近年にない高レベルを達成した。しかし、農家経営自体は依然不安定と思われる。このことは、たとえば、後継者難や嫁不足の問題としえ顕在化している。
