本研究は、いわゆるリゾ-ト開発が地域社会にどのような影響を及ぼすのかについて、農村社会学的視角から行なった調査研究である。特に開発の事例として、岩手県安代町に建設された安比高原スキ-場をとりあげたのは、研究代表者が既に10年近くにわたって、当該地域においてフィ-ルド・ワ-クを実施してきたことにある。安比高原スキ-場は昭和56年のオ-プン以来、11年目のシ-ズンを終えようとしており、リゾ-ト開発も新たな段階に入ったことを実感させる。すなわち一つには、入場者数・140万人という実績に示されるように、いまや全国有数のスキ-場という評価が定着した。従って、開発の次の段階としては、夏場の集客をめざした施設の拡充が投資の重点課題となりつつある。一方、スキ-場の近傍農村がどのように変化してきているかについても、徐々にではあるが影響が顕著になりつつあるように見受けられた。スキ-場に最も近いのは細野地区であるが、開発以前の町内では生活を成り立たせるのに最も苦労を強いられた土地であった。その地域が今では、町内外から羨望の眼で見られるくらいに変化している。たとえば、これまで盛んであった出稼ぎも減少し、民宿経営を開始したり、あるいはスキ-場関連に就業する農家が増加してきている。夏場は農業、冬場は地元でのリゾ-ト関連事業(への就業)というパタ-ンが次第に増えてきているようである。また、農業自体も、葉タバコ生産や畜産から、花卉部門へと移行しており、経営の形態に移行がみられる。こうした農家経営の変貎に加えて、行政サイドからもこの細野地区に対する重点的・実験的取組が始められいることにも注目される。すなわち、「綿帽子の里づくり」という活性化事業の計画に対し、約20億余りの補助事業が展開されつつある。こうした取り組みも、開発が新しい段階に入ったことの証左である。
