项目摘要

ルーラル・ツーリズム、すなわち農村地域において、観光を通じた地域の活性化はますます大きな課題となってきている。特に、中山間地域の活力をたかめることは、不況下にあっていよいよ重要な政策課題となってきている。こうした文脈において、当然、多くの地域において、多様な取り組みがみられるのであるが、本研究では、リゾート開発という文脈においてかねてより注目されてきた、岩手県の安比高原スキー場を対象として、実証的に実態を把握することを試みている。研究代表者が安比高原スキー場に注目しはじめて、すでに15年以上が経過しており、その間には、いわゆるリゾート法の成立があったり、また、リクルート事件の一つの舞合となったこともあった。また、特に、近年は不況の影響により、冬場のスキー客の入り込みが落ち込み、第3セクターの開発企業やペンション、それに近傍集落の民宿など、対応におわれている情況にある。本研究は、安代町の行政担当者、安代町の農協担当者、およびスキー場に近接する細野地区において、農村社会学的なフィールド・ワークを実施したものである。構造的な不況のもとで、スキー場や民宿の売り上げは3割程度は落ち込んでおり、また岩手山の火山活動をめぐる風評の付加されて、経営は苦しし情況にあるといわなければならない。また、農業をめぐる情況も、主要産業である花卉栽培は横ばいの状態であり、その他の農産物も伸び悩んでいる。しかし、このような情況下にあっても、「グリーン・ツーリズム」といった政策の導入や、また住民の自立的な独自の対応もみられる。本研究では、特に後者の事例も報告し、住民のたくましい姿に将来の発展のヒントを探ろうとしている。
