1980年代後半「円高不況」期に、新日鉄室蘭工場の高炉停止とそれに伴う大規模な雇用調整に伴い、旧新日鉄系列中小企業は、深刻な経営危機に直面した。その中には経営の縮小や放棄を強いられるものも少なくなかったが、一部には新たな「新規事業展開」に進出する企業も存在した。これらの企業は、国、道からの助成金に負う所も少なくなく、また決して従業員に金銭面でよい労働条件を提供しうるものでもなかったが、一様にみられる特色は、(1).経営ないし技術リーダーの強い個性と熱意、(2).最底辺労働者まで含めた比較的フラットな意思決定構造、(3).「仕事(のおもしろさ)そのものが労働条件」という基本的な工程管理に対する考え方、であった。15EA02:たまたまタイミングよく、国、道からの助成金の打切られる時に、いわゆる「バブル景気」が到来し、これらの企業は比較的順調に経営を進めることができた。しかし今般の「平成不況」の到来によって、おしなべて深刻な経営不振に陥っている。15EA03:だが今の所は、事業からの撤退にまで追いこまれている所は少数にとどまる。約10年間の時間的猶予が、親企業に依存しない経営体質の獲得に、何とかぎりぎりの条件を与えたといえるだろう。だが本来彼らが目ざしていた「工業地域としてのネットワーク」形成にはほどとおい現状にある。今後に残された課題には、十二分に重いもののある現状である。
