本研究は,日本の雇用調整が遅く,産業間労働移動が緩慢である原因を,当該産業に加わった労働需要ショックが恒久的か一時的かを時系列分析の手法で識別した上で,計量経済分析するものである。研究手法は次の通りである。まず,当該産業が直面した労働需要ショックを,時系列モデルを用いて,恒久的部分と一時的部分に分解する。それら特性の異なるショックが,当該産業の雇用量の調整パターンに与える影響を計量モデルで推定する。さらに,産業ごとの労働需要ショックのうち,マクロ・ショックと個別ショック(idiosyncratic shock)とを識別することで,一定規模の労働需要ショックに対する産業特殊的人的資本の損失を推定する。これにより,労働移動に伴う人的資本損失を考慮した雇用調整の経済効率性を評価できる。本年度は,前年に得られた,産業ごとの恒久的需要ショックと一時的需要ショックの時系列をもとに,それらが当該産業の雇用量に与えた影響を計量経済分析した。これにより,恒久的需要ショックと一時的需要ショックへの反応は,おおむね理論と整合的な推定結果となったが,一部に解釈の難しい推定結果も得られた。また,一時的需要ショックに対する労働保蔵についても,産業ごとの定量化を試みた。さらに,産業問労働移動が緩慢な原因を検証するために,産業ごとの労働需要ショックが,マクロ・ショックか個別ショックかの識別を試みた。具体的には,両者の識別に,各産業に加わるショックの間に共和分関係(cointegration)があるか否かの検定を用いたが,ミクロ経済学的に解釈のできる明瞭な関係は見出せなかった。そこで,両者の識別に当たっては,推定手法の再検討と開発が必要であることがわかった。したがつて,一定規模の需要ショックがもたらす労働移動にともなう人的投資損失を定量化するのは,今後の研究課題である。

This study aims to identify the reasons for the slow movement of employment among industries in Japan, and to identify and quantify the reasons for the slow movement of employment among industries when the industry needs to increase employment. For the time being, there is a need for quantitative analysis. In the meantime, the industry needs to identify the reasons for the slow movement of the industry. Specific, the identification of the person, the industry, the relationship between the Republic (cointegration), whether or not to determine the use of the medium, the relationship between the science of the solution to the clear. The identification of the person is necessary for the re-examination of the presumptive method. The future research topic is to quantify the investment losses of people who need to move.
