昭和23年から27年まで開催された教育指導者講習会(IFEL)や昭和24年から28年まで開催された小学校教員研究協議会及び中等教育研究協議会は、昭和22年に始った新教育及び同年に新設された社会科の定着を図る重要な研究会であった。研究計画にしたがって、まずそれぞれの研究会はどのような意図やねらいをもつものであったかに関する資料の収集を行い、次に各研究会の研究集録の収集を行った。収集した資料がぼう大なため、まだ十分に分析していないが、現時点までに次のことが明らかとなった。(1)日米双方の資料から、諸研究会の趣旨を分析した結果、いずれも社会科を含めて新教育の定着を図ることをねらいとしており、双方とも一致した考え方に立っている。(2)教育指導者講習会と小学校教員研究協議会及び中等教育研究協議会の間では、教育課程に関する考え方にズレがある。すなわち、前者が経験カリキュラムもしくはコアカリキュラムを強調しているのに対し、後者は経験を重視しつつも教科カリキュラムの考え方を支持する立場に立っている。(3)教育指導者講習会と小学校教員研究協議会及び中等教育研究協議会の間では、教育課程における社会科の位置づけが異なる。前者が社会科を生活カリキュラムの中心学習として位置づけることを強調しているのに対して、後者は一教科としての社会科の立場に立っている。以上のことから、地方の指導者がいずれの会に出席し、その内容を伝達したかによって、その地方の社会科の考え方や位置づけ方が違ったものになったと考えられる。今後、詳細な分析を行い、この点を明らかにしたい。
