平成10年度は、成立期の社会科カリキュラム編成に影響を与えた、文部省主催・CIE協賛の講習会、研究会協議会のうちから、新教育研究協議会(昭和22〜23年)、教育長等指導者講習会(昭和23〜28年)、小学校教育研究協議会(昭和24〜29年)、中等教育研究会協議会(昭和24〜29年)等の資料収集に努めた。そして、今年度はそのうちの小学校教育研究協議会(昭和24〜29年)を中心に、分析を行った。分析結果の概要は、以下に示す通りである。(1) 文部省主催・CIE協賛というスタイルになっているが、実際はCIEの初等教育課の担当者(ヘファナン、ヤイディー、アンブローズ)の考え方が、強く働いている。(2) 当時のカリキュラム構成に関するCIE担当者間及び文部省関係者間の対立・ズレが、そのままカリキュラム構成に表れている。しかし、体験を重視する教育方法については、一貫している。(3) 各年度でみた場合、昭和22年、昭和23年までは、社会科を中心とするコアカリキュラムが論じられ、実際に推奨されている。昭和24年に入ると、社会科を中心とする関連カリキュラムへと移行している。さらに、昭和25年及び26年前半では、低学年においては社会科を中心とする関連カリキュラムであるが、中・高学年においては教科別カリキュラムとなっている。しかし、昭和26年7月に小学校社会科学習指導要領が発表になったあと一変している。社会科と理科をコアとしたコアカリキュラムが、登場してくる。このことは、後年、小学校社会科学習指導要領は、社会科を1教科として自立させた、いわゆる日本型経験主義社会科の典型と評されているここと異なるものである。なお、収集した資料及び分析結果の詳細は、別途報告書にまとめる。
