本研究为海啸灾害经验不足的发展中国家提出了整体必要海啸灾害管理战略模型，并提取了将该模型引入一般实践的实际问题。建立了海啸监测、预警、居民疏散等海啸灾害管理系统的基本框架。

This research proposes the model of the overall necessary tsunami disaster management strategy for the developing country where the tsunami disaster experience is insufficient and extracts the practical problems when introducing this model for general practice. The basic framework that maintained the total tsunami disaster management system for detect the tsunami, give the alert, and evacuate the resident was developed.
