Harmonization and its Limits of the Human Rights Norms in Europe

欧洲人权规范的协调是在一个多层次的结构中发展起来的。规范和实例在欧洲和每个国家的层面上共存。欧洲法院在某种程度上是权威的，但不是国家法院的上诉机构，而两者都不是完全自治的。多层次结构可以而且确实为与当前全球化世界和多文化社会有关的各种问题提供了灵活的解决办法。这种结构正在并试图通过各种措施得到维护，例如欧盟加入《欧洲人权公约》和欧洲人权制度，并在执行欧洲人权法院判决方面进行改革。

Harmonization of the Human Rights Norms in Europe is developed in a multi-layered structure. The norms and instances coexist on the level of Europe and in each country. The European instances are somehow authoritative but not appellate bodies for those of the states, while both of them are not perfectly autonomous. The multi-layered structure may and does provide flexible solutions to the various issues connected with the current globalized world and multi-cultural societies. Such structure is and tried to be preserved by various measures such as the EU accession to the European Convention on Human Rights and regime and its reforms relating to the execution of the Judgments of the European Court of Human Rights.
