Establishment of a model of social governance by applying the movement of community safety promotion "Safe Community"

研究结果表明，社区可以通过履行安全社区运动的六个指标来建立三个系统：1)与社区各方进行跨部门合作；2)根据每个社区的不同情况制定全面和系统的计划、干预和评估策略；3)对计划、过程和效果进行分析和评估。系统2和系统3通过保留系统1(社会治理)的功能和实质来支持系统1，虽然通过应用现有政策和结构确保系统的连续性，但地方治理的举措--在日本社区中经常见到--可以影响与社区其他方面的平衡。

As the results of the study, it became clear that communities can establish three systems by fulfilling of the six indicators of the Safe Community movement ; 1) cross sectional collaboration with various parties in the community, 2) comprehensive and systematic strategies of planning, intervention and evaluation of programs based on different situations in each community, 3) analysis and evaluation of program, process and effect of programs. The system 2 and 3 support the system 1, Social Governance, by keeping its function and substance.Although ensuring continuity of the systems, by applying its existing policies and structures, initiatives by local governance, which often seen among Japanese communities, can effect on the balance with other parties in the communities.
