Research of social governance for rural community development : Japan-Germany comparison on community development based on the principle of self-governance

日本和德国的农村社区在很多方面完全不同。德国是独立的，而日本是相互的。对政府的依赖态度也有所不同。我们试图从他们在日常生活中的行为中发现这种本质上的区别。根据调查结果，人们共同活动的三个原则，即自治原则、补充原则和集体经济原则，从日本到德国更为彻底。

Rural communities of Japan and Germany are completely different in various aspects. The Germans are independent while the Japanese are mutual. There is also a difference of the attitude in dependence on the administration. We try to discover such an essential difference when they act in daily life. According to the result of the survey, it is observed that three principles in people's joint activities, that is, principle of self-governance, supplementary principle, and collective economy, are more thorough from Japan in Germany.
